GOP presidential candidates Marco Rubio and Scott Walker this week proposed per-person block grants for Medicaid, and advocates for children are revving up their lobbying machine in opposition to those proposals.

While imposing per-capita caps on the federal portion of state Medicaid budgets has been part of past House Republican budget proposals, lawmakers haven’t brought the idea up that much the past few years.
