On October 23, 2019, First Focus on Children submitted a comment to the US Department of Agriculture on a proposed rule to remove state flexibility in calculating Standard Utility Allowances (SUAs) to accommodate for differences in utility costs facing SNAP households when determining monthly benefit size. By capping and standardizing SUA calculations, the proposal would result in $4.5 billion in cuts to the Supplemental Nutrition Assistance Program (SNAP).
