BI2010 CoverTam Baillie, Scotland’s current Commissioner for Children and Young People, takes a close look at the importance of the U.K.’s ratification of the United Nations Convention on the Rights of the Child, and the creation, duties, and influence of the Commissioner for Children and Young People in Scotland since 2004. In this essay, the Commissioner uses Scotland as an example to display an effective formation of a national institution to protect the rights of children and youth.
