Jenny Rudisill

Senior Vice President, Health Policy

Jenny joined First Focus on Children in January 2026. She brings nearly two decades of experience in health law and policy, specializing in Medicaid, the Children's Health Insurance Program, and implementation of the Affordable Care Act, with a focus on child health policy. She currently serves as Senior Vice President of Health Policy, advancing federal policy solutions to improve health care coverage and access for children and families nationwide.

Jenny is a trusted advisor with broad experience partnering with diverse stakeholders across the health care industry, including providers, plans, consumers, and federal and state officials. Most recently, Jenny served for nearly a decade in the Office of General Counsel at the U.S. Government Accountability Office (GAO), which assists Congress in overseeing executive branch programs. At GAO, Jenny advised the Comptroller General and senior analysts on more than 90 nonpartisan audits, testimonies, and legal decisions involving federal health programs. Her work helped drive policy and operational improvements in maternal health and children's access to care, among other areas across the U.S. Department of Health and Human Services.

Previously, Jenny served as Assistant Director of Federal Affairs at the Children’s Hospital Association, where she led various advocacy efforts on behalf of 220 children’s hospitals and helped advance bipartisan child health legislation. She is a member of the American Health Law Association and holds degrees with honors from Saint Mary’s College of Notre Dame and Michigan State University College of Law.
